Lehighton Borough Council

Lehighton Borough Council, on a 6-0 vote with Councilman Joe Flickinger absent, took the following action on Monday:

• Tabled a $14,000 proposal from Energy Equipment Controls for the Annex Controls until September, at which time action could be taken.

• Approved payment request #5 in the amount of $44,972 for the Lehighton Area Memorial Library Building Addition Project.

• Approved payment application #1 in the amount of $167,041 for the Beaver Run 12,470 Volt Circuit Upgrade Project.

• Approved change order #1 in the amount of $16,314 for the Beaver Run 12,470 Volt Circuit Upgrade Project.

• Approved an ordinance electing to amend the nonuniform pension plan administered by Pennsylvania Municipal Retirement System pursuant to Article IV of the Pennsylvania Municipal Retirement Act.

• Approved a resolution amending the repayment of the fire station construction project loan.

• Approved a resolution establishing the current base purchased power cost for the purchased power cost adjustment.

• Approved the 2020 budget modifications as recommended by the borough’s Finance and Administration Committee.

• Approved the resignation letter from Elizabeth Lorenz from her position as borough health inspector.

• Hired Edward Powell as the borough’s new health inspector, pending an interview with borough manager Nicole Beckett.

• Agreed that utility customers with delinquent utility accounts and penalties on April 1 before the onset of COVID-19 are subject to potential disconnect for nonpayment beginning July 8, whereas customers who did not have delinquent accounts on April 1 and have become delinquent after COVID-19 will have until Sept. 1 to pay off their balance. It was noted that the borough will work with utility customers on payment arrangements.

• Announced that the 2020 Lehighton Downtown Summer Farmers Market would like to have local craft vendors be a part of the event.

• Agreed to advertise for the vacancy for council’s representative on the Central Carbon Municipal Authority.

• Approved a resolution extending the penalty period of Occupation Taxes with same extension as the Real Tax penalty period.

• Approved the ratification of COVID-19 “Task Force” Actions since May 4.

• Approved the request to close Borough Hall Dec. 24 and Dec. 31 using four hours personal/vacation time for the holidays.
