Monroe County to replace voting machines by 2020

The state has mandated that all voting machines be replaced in time for the 2020 primary elections with new “hack resistant” voting machines.

Monroe County Commissioners’ Chairman John Moyer said the new machines that they have been shown are similar to old paper ballots, but are scanned into a system for a permanent record.

“We originally thought that the mandate would cost the county about $3 million,” Moyer said. “But we have seen numbers that are more like $1 million.”

The commissioners approved a Notice of Intent to Request for a HAVA Grant on Wednesday. The Help America Vote Act provides grants for the purpose of replacing voting machines. The grant is for $175,520.03.

“Anything that will help offset the cost of the machines is good for the taxpayers,” Moyer said.

The commissioners also executed Purchase of Service Agreements for July 1, 2018, through June 31, 2019, for Monroe County Children and Youth with Adelphoi Village with a contract maximum of $600,000 and Diversified Treatment Alternatives with a maximum of $500,000.

An annual maintenance agreement was executed for the CAPS system. CAPS is the Child Accounting and Profile System used by Children and Youth.

Approval was also granted for 2018-19 Fund 850 Budgets for the following:

• The Emergency Food Assistance Program, $10,203.

• Work Ready, $123,816.

• Emergency Food and Shelter Program, $572.

• Emergency Solutions Grant , $88,325.

A grant application in the amount of $135,723 was approved with the U.S. Department of Homeland Security to be used to offset the salaries of emergency management personnel from October 2017 through September 2018.
