State police at Frackviile said Andrew Whalen 25, of Middleport, was stopped for a moving violation. At the stop he was found to be driving under the influence of a controlled substance. He was transported to the Schuylkill Medical Center South for a blood test, however, Whalen refused to submit to the test and will lose his license for a year.
