PUBLIC NOTICE ELDRED TOWNSHIP NOTICE OF PUBLIC HEARING AND PROPOSED ENACTMENT OF ORDINANCE The Board of Supervisors of Eldred Township, Monroe County, Pennsylvania, hereby gives public notice of its intention to consider for enactment, and if appropriate enact, the following proposed Ordinance at the regular monthly meeting of the Board of Supervisors to be held on December 15, 2021, at 7:00 p.m., at the Township's municipal offices located at 490 Kunkletown Road, Kunkletown, PA 18058. A public hearing will be held at the aforesaid meeting to consider the proposed Ordinance. All interested persons are hereby given notice to attend the meeting and public hearing, and to offer such testimony and comment in relation to the proposed Ordinance as they desire. The title and summary of the proposed Ordinance is as follows: AN ORDINANCE AMENDING THE ELDRED TOWNSHIP ZONING ORDINANCE, TOWNSHIP ORDINANCE #2014-01, AS AMENDED; AMENDING THE REGULATIONS PERTAINING TO GROUND SOURCE HEAT PUMPS; AND PROVIDING FOR OTHER MISCELLANEOUS MATTERS. The proposed Ordinance amends the Township Zoning Ordinance, including, without limitation, the following: Section 707.7 Regulated Uses of the Zoning Ordinance is amended so as to provide that Ground Source Heat Pumps ("GSHPs"), in Wellhead Protection Zones 2 and 3 shall be governed by the underlying zoning district (zon dist), instead of being permitted only by special exception (spec excep). The Schedule of Regulated Land Uses within Section 707.7 is amended accordingly. Section 707.8 I. Ground Source Heat Pumps of the Zoning Ordinance is amended and restated, in its entirety, as follows: "See Section 503.18 for specific requirements." A new Section 503.18 Ground Source Heat Pumps, providing regulations for the use of GSHPs, is added to the Zoning Ordinance. Only closed-loop GSHPs may be used. GSHPs shall comply with certain isolation distances, including without limitation, an isolation distance from any existing or proposed drinking water well. Other regulations include plan requirements, inspection, and standards for systems. The foregoing is a summary only. Interested parties should review the actual text of the proposed Ordinance. The proposed Ordinance also provides for other miscellaneous matters. A complete and true copy of the proposed Ordinance is on file and may be examined, without charge or obtained for a charge no greater than the cost of reproduction, by the public at the Eldred Township Municipal Building, 490 Kunkletown Road, Kunkletown, PA 18058, during the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday.
