Messy properties bring complaints

Much of the discussion during the Franklin Township supervisors meeting Tuesday revolved around what to do about two unkempt properties in the township.

In one instance, the supervisors said they are ready to file charges with a magistrate against the property owner.In the other, they are hoping the state Department of Environmental Protection takes action.The first property is at 1345 Main Road.A drive past reveals tall grass in the front yard, debris in the front of the house and the side porch filled with bags or clothing.A neighbor complained about the property and said the owner lives in her car parked in the driveway while her son lives in the house with two dogs.Zoning officer Carl Faust said he has issued a directive to the property owner - who wasn't identified - to clean up the site. He said he gave the owner 30 days to take action and that time period has expired.He said the township will have to send a letter to the owner and wait another 30 days before a complaint can be filed in the magistrate's office."The woman is living in a car next to the house," said the neighbor, who wasn't identified at the meeting.He said he is concerned that the problem could be prolonged for years.The supervisors said they will have charges filed against the woman regarding garbage on the property."I understand she has rights but we have rights too," the neighbor said.The other problem property is at 1313 Indian Hill Road, the site of a former auto salvage yard.Supervisors said they refused to renew the owner's request last year for permission to keep operating. However, a neighbor said there is debris on the property and tires are being buried there.The site is not visible from the road.Faust said he was informed DEP is involved in the investigation. However, he's not happy with the lack of progress on cleanup action.Supervisor Chairman Rod E. Green said, "We keep pushing DEP as much as we can."Faust is concerned that if the township would file action against the property owner, DEP would bow out and leave it to the township to mitigate the situation. That could cost the township over $150,000.The zoning officer called the property "an illegal landfill."
