Former Lansford policeman gets probation

A former Lansford police officer was placed on probation Tuesday in Carbon County court on a charge of corruption of a minor after previously pleading guilty to the charge.

President Judge Roger N. Nanovic II sentenced Robert J. Shubeck, 41, of Nesquehoning to serve 36 months probation on the charge.Shubeck admitted giving alcohol to a teenage boy. In a plea bargain a section of the corruption count, concerning an alleged sexual relationship Shubeck had with the teenage boy, was dropped which probably spared him a possible jail term.Defense Attorney Nicholas Quinn told the court, "He made a bad decision. He has lost his career because of this."Quinn said Shubeck recently resigned his position with the Lansford Police Department. He was an officer with Lansford since 2007 before his recent resignation.After he was arrested by state police at Lehighton, borough council suspended him in December 2013 pending the outcome of the matter.Quinn said at the time of the incident Shubeck was going through a lengthy divorce.When asked by Nanovic if he had anything to say, Shubeck responded, "My attorney pretty well summed it up. I have nothing more to say."Shubeck denied there was any type of physical contact with the teen, who was 17 and 18 at the time.Attorney Daniel Jacob Dye, of the Attorney General's office, who prosecuted the case, said the teen was present in court but did not wish to make a statement.He said he felt the recommendation of probation was appropriate in the case and that the victim did not want a jail term imposed on Shubeck.Nanovic asked Shubeck why he would permit an underage drinking party in his home, since he knew it was wrong because he was a police officer. Shubeck said he realized it was wrong and asked everyone to leave.State police originally charged Shubeck with not only supplying alcohol to the minor teen but engaging in sexual activity with him and showing him pornography.Troopers began the investigation after they received a phone call from the boy's mother on Dec. 24, 2012, saying her then 18-year-old son had been involved in an inappropriate relationship for five months with Shubeck. The alleged incidents began in July 2012, troopers said, and the contact continued until December. The charges, however, were not filed until Oct. 30, 2013.In a plea agreement charges of criminal attempt of official oppression, stalking, selling or furnishing liquor or malt or brewed beverages to minors, and harassment, were dropped.Shubeck's plea was only admitting he gave the teen alcohol.The AG office took over prosecution of the case at the request of then District Attorney Gary F. Dobias, because of a conflict of interest.Dobias said because his office deals regularly with Lansford police in criminal matters it wanted an outside agency to prosecute it.Nanovic also ordered Shubeck to get a mental health evaluation and follow any recommendation for treatment, have no contact with the victim or his family, pay total restitution of $1,751, pay a $50 per month supervision fee while on probation, and court costs, which average about $1,000.
