Board rejects Palmerton building plans

Members of the Carbon County Planning Commission has rejected a plan to develop the former IGA building in Palmerton.

The commission rejected a plan submitted by Yong Zheng Chen to develop property at 483 Delaware Ave., Palmerton, the site of the former IGA building. Ivan O. Meixell Jr., county land planner, said that Chen wants to add two retail stores and an apartment above. The building presently contains a restaurant and second floor apartment.Under zoning the plans lack minimum parking space sizes, must show handicapped routes under Federal ADA requirements, and a five foot buffer and plant screening must be provided.Under the subdivision and land development ordinance, the contours of the loading dock not shown, pavement widths not shown, existing underground services not shown, profiles for underground services not shown, occupancy permit not shown, plan doesn't meet parking requirements, existing driveways not shown, clear sight triangles not shown, curbs not shown, stop signs at exit not shown, sewage information for two additional retail stores not shown. Also existing trash posts should be painted yellow and that existing trash area not large enough to support restaurant, apartment and retail stores.Granted conditional plan rejection were the plans of Donald H. Dorwood, who wants to subdivide 51.2 acres into three lots at 475 Rock Street in Franklin Township. On two of the lots, Dorwood wants to have on lot water and sewage, while none is proposed for the third lot.Meixell said that the proposed subdivision is a brush and wooded covered land tract with moderate to severe sloping conditions throughout. He said that an on-site investigation revealed existing structures on the proposed lot one. He also noted that the access road where it intersects with Rock Street may provide barriers toward development.Also there were 18 additional comments that must be addressed before approval, including access onto Rock Street, access for future development, improvements to Rock Street, realignment of Rock Street, cross sections not provided, proposed flag lot exceeds 300 feet, site lot lines need to be revised, driveway needs to be minimum of 40 feet from access street, sewage planning module not submitted, total acreage of tract not provided, right of way not shown, sight distances not shown, permanent monuments not shown, shared easement not found in deed book, access easement required for dirt driveway, percolation tests not shown and building setback lines not shown.The commission did not approve a plan submitted by Susan K. Dorward at 780 Rock St., Franklin Township. The proposed subdivision would divide 51.2 acres into two lots. There were 10 comments made about the submission. Meixell said that there are existing structures on lot one and that the township zoning ordinance requires that all structures are required to be located on a public street or with access to an approved private street. He noted that the lot is considered a mobile home park and must comply with the zoning ordinance. Meixell said that two or more mobile homes designate that it is a mobile home park.Also there must be centralized sewage and water supply system.Meixell said that the proposed lot does not have access from a township route and requires a road occupancy permit. The cartway driveway and access road intersecting Rock Street is not provided, permanent monuments not shown, possible wetland area should be located, building setbacks not shown and existing sanitary sewer and water lines not shown; and there is a man made pond, driveways and other out buildings not shown.The commission approved the plans of Semanov Group to create a Riverside Business Center near the intersection of the Sgt. Stanley Hoffman Boulevard and North Main Lane, Lehighton. The plans would divide an existing 11.2 acre parcel into three lots. No areas of non compliance were noted.Also approved was a lot line revision in Jim Thorpe that would combine three lots to create one 1.37-acre lot at 152 Woodside Drive. in the Leisureland subdivision. Those plans were submitted by Joseph and Jill Robin Hydro.
