Age: 62Hometown: AuburnParty: RepublicanEducation: Massachusetts Institute of Technology, BA in life sciences, 1973; Georgetown University School of Medicine, MD, 1977.Occupation: Radiation oncologist, Schuylkill County coroner; medical director of The Simon Kramer Cancer Institute, New Philadelphia, and the Pennsylvania and the Joint Center for Therapeutic Oncology, Lehighton.Family: Wife Denise; daughters Elizabeth, Tara and Lauren.1. What is your plan for immigration reform?Secure the border and all ports of entry into the United States. We need to build a two-story-high double fence along the southern border from Texas to California. We need more agents for patrols, more drones for security, and more judges and clerks for faster deportation. As a stopgap, we should use the National Guard and Reserve to plug the holes we are experiencing right now. We need stiffer penalties for coyotes and need to cut foreign aid to countries that are emptying their prisons and ghettos and sending them to us. I will not support any type of amnesty for illegals aliens.2. How would you curtail escalating health care costs?By repealing ObamaCare and replacing it with the Moylan-Mathis Healthcare Reform Plan. My plan allows anyone to shop for insurance across state lines to obtain the best price available. Once they purchase a policy, they own it. They will be able to carry it from job to job and deduct the purchase price from their taxes. My plan encourages the use of health savings accounts by doubling the tax credit for individuals and employers that contribute to an HSA.Tort reform: Frivolous malpractice suits are already killing the industry in certain areas as doctors are fleeing or leaving the profession altogether because of the enormous cost of malpractice insurance. I would cap damages for pain and suffering at $250,000. Eligibility: My plan would not restrict coverage due to a patient's pre-existing conditions and would allow parents to continue covering their children until age 26.3. What long-term changes are needed to keep Social Security functioning?First, stop raiding the Social Security Trust Fund to pay for entitlement programs. Politicians in both parties have been doing it for decades. Second, by allowing people to invest some of the money they have contributed in Social Security taxes into the private markets.4. What steps are needed to create the growth of full-time jobs at living wages?First, we need to repeal ObamaCare. The most prominent ill effect of ObamaCare is that full-time jobs that had benefits are being cut and replaced with part-time work to avoid the penalties affixed by the law. Secondly, we need to cut the corporate tax rate from the top rate of above 35 percent down to below 15 percent. This will put more money in businesses' bank accounts, which they will use to grow their business and hire more workers.5. How would you propose handling the federal budget deficit? We cannot spend our way out of recession. President Obama has proven that. This is the longest economic recovery in American history and it is not hard to see why. I am a proponent of the Penny Plan. Cut one cent for every dollar of total spending for five years and then, in year six, cap spending at 18 percent of the GDP.6. What's the most pressing problem in America today, and how would you handle it?ObamaCare. It is a double-barreled shotgun that is killing our economy. I would repeal and replace it with the Moylan-Mathis Plan.7. Foreign policy What do we need to do to keep America safe?We need to listen to our military commanders. They didn't earn the stars on their collars by being popular guys or good at making speeches. They are battled-tested warriors that know how to win a fight. Make no mistake, we are at war with ISIS and other elements of radical Islam. To win that war, strategy should come from the Pentagon, not the White House spin room.8. Ebola what should we be doing to stop the spread?Protocols should already be in place at hospitals and medical facilities to contain the spread of the Ebola virus. Despite a congressional mandate after 9/11 and funding to make that happen, the protocols were not in place. That is President Obama's failure. To make matters worse, he is still not quarantining medical workers returning from Ebola outbreak regions nor has he ordered the state department to stop issuing visas to people in those areas. More failure.9. Energy independence how can we balance our energy needs while protecting the environment? We need an all of the above energy policy. We have decreased our oil imports from 60 percent to 35 percent on the backs of private industry, but we can do better. President Obama has restricted drilling on public lands and offshore during all but six months of his presidency. I would vote to open public land up for business. In addition, we are sitting on the largest natural gas reserve in the world. The technology is now available to extract it without damaging the ecosystem. We should utilize it. We are also rich in coal and have the technology to turn coal into clean burning liquid fuel. Pennsylvania in particular would benefit economically from such an approach with the creation of thousands of good paying jobs and more tax revenue from the energy industry.10. How should the federal government create a safety net for the mentally ill and addicted? It is not the role of government to create safety nets for anyone. Unfortunately we are stuck with the ones we already have. We need local communities to again come to forefront to combat these problems through public/private partnerships to educate, prevent, and treat these patients with the care and dignity that they deserve.
