Planning board reviews various construction plans

Subdivision plans submitted to area municipalities seek the approval for construction of a church in Wayne Township and a merchandise store in McAdoo. The plans were reviewed by the Schuylkill County Planning Commission at its monthly meeting held at the courthouse in Pottsville.

James P.and Carol E. Tierney, West Penn Township, seek a two lot subdivision in order to transfer one parcel, 2.747 acres, to Wanda Neifert, daughter, and the second parcel, 2.747, remains as a residence. The property is located along Zions Stone Church Road, also known as Township Route 905.After reviewing the plan the board's comment was that a Uniform Parcel Identifier (UPI) number shall be certified by the Schuylkill County Assessment Bureau prior to being recorded in the Recorder of Deeds office.Frank J. and Carol A. Kutash, Blythe Township, seek to annex a parcel containing 0.047 of an acre to be annexed to the adjoining property owned by Linda D. Horning, and a second parcel containing 0.057 of an acre to remain with the Kutash property.The board's comment was that the UPI number for this tract has to be certified by the Schuylkill County Assessment Bureau and Recorder of Deeds Office. A sewer planning module must be completed and the owners must comply with applicable Department of Environmental Protection (DEP) regulations of its on-lot water supply.The plan of Higher Ground Worship Center, Wayne Township, for development of a church facility along Long Run Road, also known as SR443, plus a parking area on a 17.527 acre tract, was heard.The board's comment was a UPI number must be certified by the county's assessment bureau and the recorded in the Recorder of Deeds Office. Also, a letter from the governing sewer authority for a public sewer connection be sent to the township supervisors, the proposed on-lot water supply system must meet DEP regulations, and since the land fronts SR443 it needs a highway occupancy permit from PennDOT before any construction is undertaken.The plan to construct a proposed Dollar Store on South Hancock Street, McAdoo, including a parking lot was reviewed by the board with comments.The board proposed a UPI number for this tract must be certified and recorded with the proper departments in the county courthouse. Also, a letter be sent to borough council showing approval received for a public sewer system and water connection system.A plan for a boundary line adjustment between two properties in Rush Township were reviewed.The purpose of the boundary line adjustment plan is to divide the lands of Terry and Karen Kupres with the other lands of Terry and Karen Kupres and proposal of one parcel to be combined with lands of Cynthia A. Boris.The board commented the UPI number must first be certified and recorded with proper authorities in the courthouse. Also, the township supervisors must be presented a letter showing the sewer and water authorities gave approval for a public sewer connection and on-lot water supply system. Because the property faces SR309 a highway occupancy permit is needed from PennDOT.The plan for construction of 25 single family attached townhouse dwellings in the Villas at Pine View Phase Two development in Pine Grove Township was reviewed.The board's comment was that a UPI number had to be certified and recorded with proper authorities at the courthouse and variances obtained as to the maximum length of townhouse rows.Area projectsEagle Rock Resorts Company notified the board it is applying for a joint permit-stream crossing from DEP for its HIdden Forest Phase 1 in North Union Township and a National Pollutant Discharge Elimination Systems (NPDES) Permit for discharging stormwater at its Hidden Forest Phase 4 Subdivision in East Union Township.Siberline Manufacturing Company Inc., 130 Lincoln Drive, Rush Township, notified the board that it has been issued an air quality program operating permit by DEP.East Brunswick Township Recreation Facility notified the board it is submitting an application to Department of Community Economic Development (DCED) for a Greenway, Trails, and Recreation program grant for construction of a new 40 by 28 foot activity building and equipment. The project will also include the development of a multi-use sports field, including a backstop, dugouts, soccer goals, bleachers, accessible pathway, and fencing on its facility.A similar application is also being submitted by Hawk Mountain Sanctuary Association to protect the scenic gateway to and from Hawk Mountain located adjacent to Little Schuylkill River in West Brunswick Township and to protect the habitat in the unbroken forest by acquiring a property along Hawk Mountain Road and obtaining a conservation easement on county property.Ashland Borough Recreation Board is seeking a similar grant to include installation of new bleachers and safety net, sodding the infield and construction of a pole building for storage and batting cage on its Little League field.
