Carbon County court
A Carbon County man was sentenced to a county prison term on Friday on a driving under the influence charge.
He was one of 11 defendants in pending DUI cases to appear before Judge Joseph J. Matika.
Lehighton
Ronald C. Klotz,
59, of Lehighton, was sentenced to serve 90 days in prison followed by 84 months in the county’s Restrictive Probation Program (formerly Intermediate Punishment Program), with the first nine months on electronic monitoring. He was also ordered to pay a fine of $2,500, license suspended for 18 months, supply a DNA sample and render 100 hours of community service.
He was arrested on Sept. 1, 2019, by Lehighton police for DUI of a controlled substance. The charge is rated a felony 3 because it is his third offense.
He will serve the sentence on 45 consecutive weekends beginning at 6 p.m. on July 17. He previously pleaded to the charge.
Other sentencings
The following were sentenced after previously pleading guilty to DUI charges.
Travis Lee Reed,
35, of Lehighton, was sentenced to serve 72 hours to six months in jail, pay a fine of $1,000, license suspended for a year, supply a DNA sample and render 25 hours of community service. On a charge of simple assault he was placed on probation for a year, consecutive to the DUI charge and render an additional 50 hours of community service.
He was arrested on June 13, 2019, by Mahoning Township police.
Michael John Dulina,
38, of Weatherly, was placed in the Restrictive Probation program for six months with the first 18 days on electronic monitoring. He was also ordered to pay a fine of $300, license suspended for a year and render 25 hours of community service.
He was arrested on June 15, 2019, by state police at Hazleton.
Alec Evans,
23, of Palmerton, was sentenced to serve 72 hours to six months in jail, pay a fine of $1,000, license suspended for a year and render 25 hours of community service.
He will begin the jail term at 5 p.m. on July 17.
He arrested on May 24, 2019, by state police at Lehighton.
Gregory L. Gilroy,
53, of Palmerton, was placed on probation for six months and ordered to pay a fine of $300 and render 25 hours of community service.
He arrested on July 6, 2019, by state police at Lehighton.
Michael C. Strohl,
35, of Weissport, was sentenced in two cases. He was sentenced to serve one to five years on each charge, with the terms running concurrently. He was also ordered to pay total fines of $5,000, license suspensions totaling 36 months, render a total of 100 hours of community service and supply a DNA sample. He was given credit for 324 days already served. He is currently an inmate in the county prison on the charges. After release on parole he must enter an inpatient rehabilitation program.
He was arrested on Sept. 11 and 21. 2018, by Lehighton police. Both for DUI of a controlled substance.
Guilty pleas
James Albert Apgar,
27, of Kunkletown, was arrested on Nov. 25, 2019, by state police at Lehighton. He was originally charged with 11 counts.
Sentencing was deferred so he can obtain a drug and alcohol evaluation.
Jonathan Heydt,
39, of Palmerton, was arrested on Aug. 8, 2019, by Lehighton police. Heydt is currently an inmate at the state correctional institution at Mahanoy, Schuylkill County. Sentencing was deferred so he can obtain a drug and alcohol evaluation.
Payne Clyde Shelton,
65, of Walnutport, was arrested on Oct. 4, 2019, by state police at Lehighton.
He was sentenced to serve five days to six months, pay a fine of $300, one-year license suspension and render 25 hours of community service.
He will begin the jail term at 9 a.m. on July 13.
Ashlyn Erin McCartney,
26, currently an inmate in the county prison, was arrested on Nov. 10, 2017, by state police at Lehighton.
Sentencing was deferred so she can obtain a drug and alcohol evaluation.
Each defendant sentenced must also pay court costs of about $1,000, pay a $50 per month supervision fee while on parole/probation and follow any recommendation of their drug and alcohol evaluation.
ARDs
Two defendants were placed in the county’s Accelerated Rehabilitation Disposition probation program for a year on DUI charges.
If they successfully complete all conditions of the program their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they will face trial on all pending charges. A person does not admit guilt in entering the program.
Richard Robert Armbruster,
47, of Lehighton, was placed in the program on 11 criminal counts. In addition to DUI, he was also placed on a felony possession with intent to deliver a controlled substance count.
He was assessed $650 for the cost of the program and ordered to render 50 hours of community service and license suspended for 60 days.
He was arrested on May 13, 2017, by state police at Lehighton.
Tiffney Monique,
23, of Wilkes-Barre was arrested on Sept. 7, 2019, by state police at the Pocono barracks.
She was assessed $650 and ordered to render 50 hours of community service and license suspended for 60 days.
Both must also pay court costs of about $1,000, pay a $50 per month supervision fee while in the program and follow any recommendation of their drug and alcohol evaluation.
