Man charged with grabbing children by the throat

A Slatington man is facing multiple charges after police said he grabbed two children by the throat and pinned them to the ground.

According to court documents filed by Thomas Bolesta of the Pennsylvania State Police Bethlehem barracks, troopers were called at 7:03 p.m. June 17 to County Club Road in Allen Township for a reported domestic dispute involving children.

At the scene, police spoke with a woman who told them that Angel Carlo-Padilla, 27, had grabbed two children by their throats and held them on the ground.

She told police she had been working with domestic violence caseworkers and had sent her own children to live elsewhere because of Carlo-Padilla’s history of hitting them.

The woman also told troopers cameras inside the home recorded the incident.

According to the affidavit, the video showed the children playing inside the home when Carlo-Padilla got up from a sofa and grabbed both children by the throat.

Police said he dragged one child by the throat and lifted him into the air for about one second. He then grabbed the second child by the throat while still holding the first child.

Carlo-Padilla then forced both children to the floor, holding them down by their throats for about 12 seconds, according to police. Troopers said the video appeared to show significant pressure being applied, especially given the children’s ages and size.

Later that day, Carlo-Padilla agreed to speak with troopers. During an interview, he was asked how long his hand was around a child’s neck.

“No more than a minute,” he said.

When asked to estimate the time in seconds, he responded, “30.”

Carlo-Padilla is charged with strangulation, endangering the welfare of children, simple assault and harassment.

He is being held in Northampton County Prison on $100,000 bail. A preliminary hearing is scheduled for July 1 before Robert A. Hawke in Walnutport.
