The decision of the Pennsylvania Liquor Control Board to deny a Penn Forest development a new liquor license was reversed by Carbon County Judge John P. Lavelle this week in a decision handed down in an appeal of the board’s decision made by the club.

Trails Lake & Tennis Club Inc., of Towamensing Trails, which filed the appeal, prevailed through the jurist’s order following a hearing before him.

The club argued the development consists of 1,000 acres of lane containing 4,000 potential home sites with 500 homes currently built in the development, contrary to the LCB’s contention there is no substantial need for such a license.
