Lower Towamensing reorganizes but must OK appointments at a later meeting

Reorganization didn’t go quite as smoothly for Lower Towamensing Township as it does for most municipalities.

Of the three supervisors, only Brent Green was able to be present. Newly elected Connie Brown had to participate via telephone, due to her work schedule. The 3 p.m. meeting time for the reorganization was set at the reorganization meeting in January 2019.

Supervisor Jay Mullikin was absent due to illness. Mullikin is also newly elected, but he has been active on the board serving out the term vacated by Bernard Jesse Mendez, who died in March 2019.

With the meeting underway, Green was reappointed as chairman of the supervisors, and Mullikin was appointed as vice chairman. Former Supervisor Ron Walbert had served as vice chairman in 2019.

Then the meeting took a turn.

With Green voting to approve, Brown abstaining, and Mullikin absent, several appointments could not be approved. These appointments include: the secretary-treasurer held by Christine Wentz in 2019; solicitor, James Nanovic; zoning officer/BCO, Duane Dellecker; engineering firm, Carbon Engineering; engineering firm for Act 537, Carbon Engineering; chairman/Vacancy Board, Gerry Madden; sewage enforcement officer and well enforcement officer, Scott Bieber; and civil defense and emergency management, Rory Koons.

“This hasn’t ever happened before,” Green said after the meeting.

A special meeting has to be called this week to settle the matter.

Some appointments were approved by both Green and Brown.

Holly Heintzelman will continue as the solicitor for the Zoning Hearing Board. The Zoning Hearing Board members are James Ord, Keith George and James DeRosa. The state convention voting delegate is Connie Brown. And the Planning Commission includes Angela Farrell, Doug Lucich, Jay Mullikin, Mike Davis and Janice Mack.

Also appointed is Michael Anthony as the township’s road foreman. He replaces Charles Shupp, who died in September. Branden Gehringer was appointed as the township’s assistant road foreman. And Timothy George was approved as a full-time employee along with Anthony and Gehringer. Tim Strohl, Paul Strohl and Larry Hahn were approved as part-time employees on an as-needed basis.

The supervisors will continue to meet monthly on the first Tuesday of the month at 7 p.m.
