Maintenance building, other issues discussed at Lehigh Twp.

Lehigh Township supervisors discussed the new maintenance building at this month's meeting.

The project has been underway for two years. The major question at this time is whether it should be a drive-through building with a door on each end or have 14 doors.Engineer Phil Malitsch said the two doors would be cheaper but it comes down to what roadmaster Frank Zamadics wants.Supervisor Cindy Miller said costs have gone up by 3 to 4 percent while discussions have been going on. The only rough pricing they have received is in a range of $1.5 million to $1.8 million.Supervisor Keith Hantz said they needed a sketch plan of a shell."We cannot put wood all the way down to the ground because of salt," he said.Two comments were received from the Pennsylvania Department of Transportation about the Cherryville intersection regarding the width of the roadway and how adjacent driveways will tie in. With every change, engineering fees go up for the township.The trend is for wireless communication towers to be built in road rights of way. Solicitor David Backenstoe said the township can regulate what goes in the rights of way. These are called mini cell towers and can be placed as a conditional use. Buildings associated with the towers can co-locate on the property.They cannot be higher than 40 feet and 18 inches in diameter.Nuisance propertySupervisor Del Grove asked about the property at 4656 Park Lane. Last year the township got court permission to clean it up and bill the owner. The bill was submitted but not paid.A neighbor said it is not just an eyesore but that it and neighboring properties have gone down by as much as $20,000 in value."It's not just aesthetics but health. One 3-year-old child wanders around there. There are animals that wander through. I appreciate what you have done."Backenstoe said they had gotten an emergency injunction to clean it up, but the township does not have a property maintenance code. You could pursue it as a nuisance. If it can be proved to be structurally unsound by someone qualified to make that determination, the township can get more remedial measures or possibly take over the property.Steps have been taken to cut the shoulder-high grass.An administrative search warrant is the first step.Grove said he knows the owner but calls are not returned. Supervisors voted to get the search warrant.Other businessFire Chief Rick Hildebrand is working with five companies in support of the real estate tax credit which would help companies maintain or get new recruits.Ed Ziegler asked about the driveway at 4656 Timberline Road. The yellow line on the road is not in the center. A son living in the house needs medical attention and one time an ambulance refused to go up the driveway.Hantz said Zamadics will check it. Ziegler also thought the Game Commission should put fencing near the seminary where deer cross the road after feeding at the seminary. He said a lot are being hit by cars.There were many planning-related items. A permit extension act passed by the state when the economy took a hit has already benefited some of these by giving five-year extensions:Dollar General requested a waiver needed for plan approval.Jerome Deutsch minor subdivision received the extension to Oct. 31, 2017.Northwoods subdivision extension was received until Sept. 30, 2017. There is a question about the public water supply.Weiner's Auto Service, which is already doing business, received an extension until Sept. 30, 2017.Timothy and Wendy Pitts subdivision was tabled because the owner did not come in to explain what was needed.Top of the Mountain Estates was tabled with stormwater issues.Estates of Overlook Ridge has a new corporate owner and wanted and received six months for the new owner to decide what he wants to do.An owner with a small lot wanted a waiver for the well-septic system isolation distance. Required is 100 feet but the waiver allows 60 feet.A resolution was passed establishing subdivision and land development submission requirements.
