HARRISBURG (AP) - The Pennsylvania Senate is returning to Harrisburg for the first time in two months as majority Republicans look to start advancing a short-term spending package to break a budget stalemate.

The Senate's session today was scheduled to include procedural votes on the spending package.Republicans say the package would release about $11 billion, or four months of money retroactive to July 1, plus billions more in federal money that's being held up.However, Democratic Gov. Tom Wolf is signaling that he won't sign a stopgap spending plan unless he has a general budget agreement with lawmakers, and it would take some time to finish the details.With the state's spending authority curtailed, Pennsylvania's school districts, counties and nonprofit social services providers are searching for ways to scrape by.
