Any consumer who wants to buy anthracite, bituminous, coke, lignite or briquettes must fill out a form, known as a Consumer's Declaration.Penalties for making a false statement or representation on the declaration is subject to criminal prosecution and upon conviction is subject to a fine of not more than $10,000 or 10 years' imprisonment, or both.
