New supervisor

Chuck Gould, chairman of the Chestnuthill Township Board of Supervisors, introduced Harry Miller as the newly appointed supervisor at Tuesday's meeting.

The position became open due to the death of David Fleetwood, supervisor vice chairman, at the tragic shooting on Aug. 5 at Ross Township supervisors' meeting.Miller will hold the position until a new supervisor can be elected in November 2013.Miller was born and raised in Scranton, served in the United States Army as a military police officer. He attended the University of Scranton and was hired as a police officer by the East Stroudsburg borough. He was a DARE officer and served on the Monroe County Drug Task Force and is member of the Fraternal Order of Police Stroud Lodge 75.He and his family bought a home in Chestnuthill Township in 1987.Miller has been committed to community service. He coached different youth sports and served as president of the PV All Sports Club, served on the PVSD Mission Statement Committee and the Monroe County Board of Recreation. Currently he is employed by Dunkleberger's Sports Outfitter as manager of the Pocono Pistol Range. He and his wife Alyce have two children, Matthew, of Kentucky, and Amy Miller, a teacher at Pleasant Valley High School."I never had aspirations for becoming a politician, but I view this as a call to service as I did my military service," Miller says of his appointment.He knew the late David Fleetwood through their involvement with youth sports."We became friends. We both have a love of the outdoors and are both avid hunters. Our philosophies and beliefs are on the same track," he said.When he was approached to fill out the rest of Fleetwood's term as supervisor, he was surprised, and he and his wife did a lot of soul searching before he accepted."I feel I owe the community who has been great to my family. I believe the community should be guarded and protected as well as our quality of life."He added, "If someone believes I am a part of the 'good old boy network' or a rubber stamp kind of individual, they don't know me. I only want to do the right thing for the community," he said.The Rev. Michael Quinnan of Our Lady Queen of Peace was granted permission to offer a prayer of healing for the community during the supervisors' meeting and to ask God to be with the late David Fleetwood's family.Donald Zipp's Emergency Management report stated the West End Volunteer Fire Co. responded to 78 calls in August. The West End Ambulance responded to 140 calls, five of which required two ambulances. His report stated that the West End Fair's preliminary report is that 11 people were medically treated, there were three lost/found children, one adverse weather advisory and one law enforcement matter.Sgt. Joseph Rachl of Fernwood said the Pennsylvania State Police responded to 313 calls in Chestnuthill Township in the month of August: 95 traffic citations; 25 collision investigations; 14 theft investigations; seven DUI arrests; six burglary investigations; five assault investigations; three drug possession investigations were the most notable.In Bernie Kozen, executive director of the West End Park & Open Space Commission's report:• Ross Township Day is Saturday, Sept. 14 from 11 a.m. until 4 p.m. at the Van Buskirk/Haney Community Park, Anchorage Road, Saylorsburg• A free concert will be held at Chestnuthill Township Park on Sunday, Sept. 22, 5-7 p.m. featuring Steel CreekResident Chris Herdman told the supervisors that he has a chronic flooding problem for the last 11 years at his residence on County Park Road. He has reported it to the township several times. Chris McDermott, the township's engineer said he had been to the site of the flooding several times and has met with a DEP representative about the culvert. His opinion is that a new culvert would not alleviate the problem.Supervisor Chairman Gould asked if McDermott had run a study on what another pipe would do. McDermott said that you'd have to put in a larger culvert but he didn't think it would change anything and if the road was lowered, the road would be under water. Further study is needed to see if there is a solution.The township passed a Resolution, 2013-18, congratulating Kevin R. Clark for achieving his Boy Scout Eagle Scout ranking. He is a volunteer at the West End Vol. Fire Co. and he made repairs to the fire company's sign, mulched, weeded, put in 13 yards of gravel and planted shrubs. He had 100 hours into the project and 300 hours into fundraising to complete the job.Supervisor Chris Eckert said that in the last six months the township has recognized an Eagle Scout at its meetings. They are a credit to the local Boy Scout troops. "They are doing fantastic projects."The board approved, 3-0:• Resolution 2013-19 was approved in which the township will be requesting a $40,000 grant from Local Share Account (LSA) available by the PA Race Horse Development and Gaming Act to fix the McIlhaney culvert.• The roadway dedication and lot line adjustment for Bush Lane.
