A 17-year-old boy from Pottsville was arrested by state police at the Frackville barracks after he threw chocolate milk at the owner of a Cellular One stand on Dec. 23 at 8:30 p.m. at the Schuylkill Mall in New Castle Township.

Police said they responded to the incident and cited the boy for disorderly conduct after he threw the milk at the vendor after an argument over merchandise.Police also arrested the youth for criminal mischief because the incident resulted in damage to the cash register at the stand located outside the Arby's restaurant in the mall.
