Carbon County Planning Commission reviews five plans

Members of the Carbon County Planning Commission recently reviewed five plans during their monthly meeting granting approval to four submissions and conditional plan rejection to a fifth submission, which is located in Beaver Meadows.

In that submission, the board reviewed comments from Ivan Meixell, consultant, who noted that the plans by CTC Manufacturing Inc., located at the intersection of Hazle and Mills streets, in a light commercial/residential area is used for auto repair. The owner wanted to subdivide a less than an acre tract into two lots.Meixell cautioned that the plan does not meet a definition of a minor subdivision because it is not residential lots. He noted that according to the Beaver Meadows land development plans, the plans do not show curb lines as required. He also noted that plans should note that one lot will be retained by original owners, while the second lot will be conveyed to Paul F. Sateach for a parking lot in conjunction with his auto body repair shop. The current land use is vacant land and will become a parking lot which is a permitted use. He noted that when there is change of use, that a zoning permit is required for the new use, especially when there will be a potential nuisance and hazard regarding noise, large truck traffic, glare, odors, dust, fire or toxic or explosive hazards or other public health or safety hazards. He suggested that there be a list of maximum hours of operation.As part of the review, the board said that there needs to be a development agreement between the borough and the owner of the second lot to prevent junk vehicles from being stored and/or accumulated in the proposed parking area. He also noted that evergreen plantings of at least six feet should be planted along the lot perimeter and provisions for gasoline, antifreeze and oil should be drained from all vehicles and properly disposed of. Batteries should be removed from vehicles and stored properly and no storage of tires should be permitted in the parking area.No buildings are proposed at this time, but if development should occur, the owner of each tract will be responsible for installing any necessary storm water, or water supply infrastructure.Approved were:* Minor subdivision in Franklin Township at the estate of David Beltz.* Lot line revision at 1675 Laurel Lane, Towamensing Township, land of Dorothea Clevenger to combine two lots to create a lot of 7.39 acres.* Lot line revision of Patrick and Doreen Herman at 197 Glen View Drive, Jim Thorpe, to combine two lots to create a lot of 1.93 acres.* Minor subdivision of John Masyado at the intersection of Roundhead Drive and Quakake Road in Packer Township. The plan divides a 6.118 lot into two parcels.
