Bernie Kozen, executive director for West End Park and Open Space Commission, said the Regional Park's Phase 1 is 95 percent completed with only the signage and landscaping remaining to be done.

Andy Atherton completed 10 picnic tables for the park as part of his Eagle Scout project.In the rest of his report, Kozen said that at the Life Line Screening there were 67 exams performed; and there were 60 people that attended the free Sage concert in the park. On Saturday, Sept. 22 from 10 a.m. until 2 p.m. there will be a Responsible Dog Ownership Day with AKC testing available at the Chestnuthill Township Park. There are still discount amusement park tickets and Pohoqualine fishing permits available at the township park building. He said the gravel trail remediation of the park has been done and the proposed band shell's location and design is being finalized and the park building's kitchen remodel options are being reviewed.The report from Donald Zipp, emergency management coordinator, stated that the West End Fire Co. responded to 76 calls in the month of August and West End Ambulance responded to 114 calls, eight requiring two units to transport. Cost is $150 for registration and $216 for the hotel, plus milage. Secretary Cathy Martinelli said that the cost is usually split between the township and the Pleasant Valley School District.• a donation of $499 for a full page ad in the Officer Phil Program safety coloring book and $250 to adopt a streamside through the Brodhead Watershed. Both were budgeted.• Resolution 2012-14 which "recognizes and congratulates volunteer members of Operation: Touch of Home for their outstanding and continuing efforts in support of our brave fighting forces." Supervisor Chris Eckert thought it would be nice to present the resolution to Operation: Touch of Home at its Military Appreciation Night on Sept. 29 at Polk Township Fire Co.• to advertise for bids for snowplow subcontractors for the 2012-2013 season.• to advertise for bids for paving Bush Lane's road realignment.• a license agreement between the township and the commonwealth of Pennsylvania/Pennsylvania State Police. A 140-foot wireless communications network pole will be erected on Transfer Station Road to help in the gap of services. The commonwealth will pay the township $1,000 a year and will develop, manage and maintain the site.• tabling the land development plan of the Regency Plaza until the Sept. 17, 7:30 a.m. bill paying meeting.Before the meeting, resident Leon Clark submitted a multipage letter to the township supervisors' board, staff and solicitor Joseph McDonald. Supervisor President Chuck Gould acknowledged that the board received the letter as correspondence.Clark began to read it during the Public Comment section of the meeting. Solicitor McDonald said that the letter was noted in the minutes and it was not necessary to read it. Clark wanted to know if he was being barred from making comments and he was told that he wasn't making comments but reading aloud from an eight-page letter already submitted into the minutes.McDonald addressed the board and said that it had been discussed at a previous meeting about putting a time limit on public comments and the board could chose to do so at this point. Supervisor President Gould said that Clark said it would only take two minutes and that was what he would give him.Clark read a question and then asked, "Do you choose not to answer my question?" to which McDonald said, "They will not answer under advisement of legal counsel."
