At the work session of the Schuylkill County Salary Board held Wednesday morning at the courthouse the county controller claimed the public meeting of the salary board held last Nov. 23 was "invalid" but the no further action was taken or discussed on the matter.
"Do to the fact," Controller Melinda Kantner said, "the board failed to recognize Deputy Controller Lisa Reber, as my duly authorized representative, as stated per Section 603 of the Pennsylvania Code, and was not allowed to participate in the salary board meeting, a quorum (as pertained to Robert's Rules of Order) did not exist and all actions taken are invalid and must be voted upon when a quorum of the salary board. A quorum is a majority of the entire board."
After the meeting County Solicitor Claude A. Lord (Cal) Shields said he stands by his ruling. At that public meeting held on Nov. 23 only two of the four members of the salary board were in attendance, Commissioners Mantura Gallagher and Frank Staudenmeier. Absent were Commissioner Francis McAndrews and Controller Kantner. Shields was asked by Gallagher if they could proceed with the meeting and he ruled a quorum was present.
At yesterday's work session the salary board, with three members present as the fourth member, McAndrews is recovering at home from surgery he underwent was not present, proposed the transfer of Severine Setlock-Yenoshosky, of Saint Clair, from office and support secretary to administrative secretary in the planning and zoning office.
Two caseworkers for the Children and Youth Services Agency proposed to be hired were Bridget Gaughan, West Mahanoy Township, and Travis Yeager, Cass Township.
Two employees proposed to be hired at Rest Haven Home and Hospital were, Joan Gaumer, Cumbola, Blythe Township, as part time licensed practical nurse; and Sheena Witman, Orwigsburg, as part time general practiical nurse.
Three transfers were proposed, Dawn Yost, Schuylkill Haven, from part time switch board operator to full time accounts clerk; and Jessica Wolfe, Pottsville, and Rebecca Worth, Schuylkill Haven, from part time nurse's aides to full time.
The court proposes to appoint two law clerks, Evangelo Theodosopoulos, Philadelphia, for Judge Elect James P. Goodman; and Kay Hennessy Seven, Auburn, for President Judge William E. Baldwin.
Action on the proposals will be taken at the public meeting to be held next Wednesday. The retirement board will also meet next week at the courthouse while the prison board will meet at the county prison.
