The long-standing ordinance violation issue against Troxell Trucking company located in East Penn could finally be resolved by the end of the year.

Claire Troxell, owner of the company, attended the township supervisors' meeting Tuesday night to assure the board and residents that progress on the screening fence is being made.A December zoning hearing had ended with a continuance to grant Troxell more time to construct the township mandated screening. Neighboring resident Harvey Keiper was not satisfied, however, and brought his complaints to the board."Fence is up but not completed. The slats aren't put in, there's no gate and the front is still full of junk. They just keep pushing stuff in there.""I had to move stuff to put the fence up. Within the next week the gate should be up, and mesh should be in next week, too," Troxell told the board."I understand you moved stuff to put the fence up. Hopefully we can get this resolved," Chairman Dean Kercsmar said. "Our concern has always been to take care of the residents.""He's not even a resident," Keiper said."There has been a lot done, we are making so much progress, I've listened to both sides. He's putting a fence up, he's doing all that work, he's got to put the trucks somewhere," Kercsmar told Keiper."Just enforce your ordinances," Keiper said."We have no control over past supervisors. We are all Penn Township residents. Why do we have to fight and nitpick? He's working on it," Kercsmar said. The discussion then turned to whether slats or mesh could be applied to the fence for screening."It's ultimately up to you; right now the order says slats," township solicitor James Nanovic said."Lehighton borough used mesh and you can see right through it," supervisor David Bryfogle said."I talked to the company providing the screen and they said it covers 90 percent. Slats only cover 70 percent," Troxell said.The board voted two to three that mesh could be allowed. Deanna Cunfer and Kercsmar voted against the mesh."It's been a long process already. I'm done this year, I'm concerned about the next group (of supervisors) taking over. I'd invite anyone to sit up here and do this," Kercsmar said closing the subject.
