Northern Lehigh School District will not raise school district taxes above the index in the 2016-17 school year.

On a 7-0 vote, the school board on Monday agreed to adopt a resolution that states it will limit tax increases to the 3.2 percent level. Directors Natalie Green and Robert Keegan Jr. were absent.The board's decision comes after it rejected a motion in October to raise taxes above the index as calculated by the Pennsylvania Department of Education.Had the board voted to do so, it would have required a preliminary budget for the 2016-17 school year to have been approved before Jan. 7, 2016.Superintendent Michael Michaels previously said that the only area for which the district would have applied for an exception would have been special education.Security systemAlso on Monday, the board authorized the purchases of the following equipment and software for the security camera software system at the high school:• One Hewlett-Packard MSA 1040 Network storage chassis and eight 1TB drives for recording camera images from the new IP security camera system at a cost of $13,967 per attached quote.• AXIS Camera Station software and license packs to cover the total number of cameras installed as part of the entire project at a cost of $5,662 per attached quote.• Authorized the use of two days of professional services from integraONE at a cost of $1,200 per day as needed during the install and configuration of the cameras system.The total cost at this time is $22,029.In other businessThe board:• Rescinded the appointment of Jo Leigh Sponsler as districtwide permanent substitute teacher for the 2015-16 school year that was originally approved at the Nov. 9 board meeting. Sponsler has accepted a full-time position at another school district.• Assigned Andrew Martin as a temporary vacancy replacement as senior high school physics/chemistry teacher, replacing an employee on family medical leave, at the substitute teacher rate days 1-30, day 31 and beyond, $46,200 prorated, effective on or about Jan. 8, 2016, with a termination date on or about June 9, 2016.• Approved Tifani Weber as a lunch room monitor at Peters Elementary School, at a salary of $10.40 per hour, for two hours per day on an as-needed-basis, effective Dec. 3.• Approved Jennifer Balliet as a districtwide permanent substitute teacher for the 2015-16 school year. She will be paid a daily per diem rate of $120, and will receive district health benefits according to the Affordable Care Act regulations, with co-payment amounts equivalent to that of district personnel.• Approved Lisa Cox, English, special education, library and art; Ricky Guth, citizenship; Andrew Marth, physics and mathematics; Helene McGuire-Hein, school nurse; and Tina Rothenberger, elementary and special education, as substitute teachers for the 2015-16 school year at the 2015-16 substitute teacher rates.• Approved Susan Perl as a substitute custodian for the 2015-16 school year at the 2015-16 substitute rate.• Approved Gina Serfass as an unpaid volunteer aide in the Peters and Slatington Elementary schools for the 2015-16 school year.
