Tiara Kelly, 37, of Pottsville, is facing charges of driving under the influence of a controlled substance after state police at the Frackville barracks made a traffic stop at 6:50 p.m. March 20 in the 200 block of Claremont Avenue (Route 309) in Hometown, Rush Township.

Police said when she was stopped for speeding in a 2010 Ford Focus, police observed signs of impairment. Police also learned there is an active warrant out of Schuylkill County against Kelly for failure to appear in court.

Police said she was also found to be in possession of a suspected controlled substance smoking pipe.

They said she refused to submit to chemical testing of her blood.
