State police at the Fern Ridge barracks have cited a New York man with harassment.

Vitaliy Zvarych, 55, of Brooklyn, New York, received a summary charge after police responded to an incident at 1:32 p.m. March 9 on Vista Drive, Penn Forest Township.

A 22-year-old Albrightsville woman reported Zvarych was shining a green laser into her residence and watching the residence from a possible scope.
