Carbon County commissioners
The Carbon County Commissioners on Thursday also acted on the following items:
• Approved expenditures through the General Fund Clearing Account totaling $1,040,401.66.
Nothstein noted that two funds make up the majority of that amount and are a top priority for the commissioners. The Area Agency on Aging Fund totals $144,502.39 and The Children and Youth Fund is at $682,211.51.
“Those are two of our biggest expenses, taking care of our seniors and our children and youth in this county,” he said.
Treasurer Ron Sheehan pointed out that the totals are in fact reimbursements.
“Those are repayments back to the general fund for monies that we advanced while we were waiting for state reimbursements to come in,” Sheehan said. “So $500,000 of that Children and Youth and $100,000 I think of the Aging is actually us giving money back into the general fund that we had to advance for shortfalls.
• Adult Probation: The approval and execution of the revised 2020 County Intermediate Punishment Plan.
• Children & Youth: The approval and execution of the fiscal year 2019-20 Purchase of Service Agreement with Concern-Professional Services for Children, Youth and Families, in Fleetwood.
• GIS/Mapping: The approval and execution of a multiparty geospatial data-sharing agreement as submitted by the Pennsylvania State Geospatial Coordinating Board to build a Pennsylvania Base Map consisting of commonly used public, nonsensitive, geospatial data in a freely available manner.
This will allow the user easier access to the data and also allows government entities to create GIS enabled work products that cross political boundaries.
• Human Resources: The approval of Software Maintenance with COBRA Solutions from Tempe, Arizona, from July 1, 2020, through June 30, 2021, at a cost of $395.00, which is no change in cost since its inception in 2011.
• The approval and execution of a grant agreement between the County of Carbon and Shepherd House Inc. as the county’s lead agency and the Pennsylvania Department of Agriculture for participation in the State Food Purchase Program Grant for the period of July 1, 2020, through June 20, 2025.
• The ratification of the 2020-21 insurance renewal with the Pennsylvania Counties Rick Pool (PCoRP) for the period of June 1, 2020, through June 1, 2021, at a total of cost of $301,939, an increase of $76,259 choosing the 40%/30%/30% payment option.
• The adoption and execution of the Fair Housing Resolution/Notice as required for the 2020 Community Block Grant Program and 2020 Community Development Block Grant-CV application.
• The ratification of an Upgrade Order Agreement submitted by Schindler Elevator Corporation of Allentown for the Court House No. 1 elevator to remove the existing door edge and install a new infrared door detection device at a cost of $6,998.00.
• The approval and execution of an addendum to the agreement between the county and Suzette Kurtz to provide Logistics and Accuracy Testing of voting machines for the 2020 General Primary Election at $20/hour not to exceed 50 hours for services rendered. This represents an increase of 15 hours.
• The ratification of an addenda to agreements between independent contractors for janitorial services at the Carbon County Magisterial District Offices.
The addenda amends agreements to clean and disinfect offices five times weekly, and is effective from June 1 through Sept. 30. The county may terminate or modify the addenda at any time.
The compensation is increased as follows: Rosalie Kmetz (increased to $400/month); Gloria Otto ($400/month); Linda Pugliese ($400/month); Cynthia Roberts ($387.50/month).
• The approval of Catholic Charities of the Allentown Diocese as the county’s program manager for the red relief program.
This represents an increase of $150/month for each independent contractor.
