Franklin Township reorganization

Franklin Township’s newest supervisor has been chosen to lead the board.

On a unanimous vote, the township’s board of supervisors appointed Jason Frey as board chairman at its reorganization meeting Tuesday afternoon.

Supervisor Robin Cressley was unanimously reappointed as vice chairman of the board.

Brenda Neeb was reappointed as secretary-treasurer. Christine Green will remain as assistant secretary-treasurer.

Other appointments

• Attorney William Schwab, township solicitor, with the intent of accepting letters of interest from other interested candidates.

• Attorney Jenny Cheng, zoning hearing board solicitor

• On a 2-1 vote, with Frey opposed, approved Carl Faust as acting zoning officer and BOCA Property Maintenance Code Enforcement Officer, with the intent of accepting letters of interest from others interested candidates

• Carl Faust, Uniform Construction Code Officer and assistant BOCA Property Maintenance Code Enforcement Officer, with the intent of accepting letters of interest from other interested candidates for the UCC officer position.

• Scott Bieber, of Lehigh Soils and Wetlands, sewage enforcement officer

• Steve Gitch, alternate sewage enforcement officer

• ARRO Consulting Inc., township engineer for sewage

• Carbon Engineering, Gregory Haas, Michael Tirpak, township engineer for general purposes

• Keystone Consulting Engineers, alternate township engineer for general purposes

• Larry Diehl, emergency management coordinator

• Paul Kocher, vacancy board member

• Rod Mann, planning commission member, five-year term

• Frederick Bresswein, zoning hearing board member, three-year term

• Kevin Strunk, township representative to the Joint Board of Appeals pursuant to the UCC code, five-year term

• Lonnie Kresge, township alternate representative to the Joint Board of Appeals pursuant to the UCC code, five-year term

• Robin Cressley, representative, and Barbara Beltz, alternate representative, to the Carbon County Council of Governments

• Jason Doll, open records officer for the township police department

• Brenda Neeb, open records officer for the township administration office

• Christine Green, alternate open records officer for the administration office

• Resolutions naming Robin Cressley as chief administrative official for nonuniformed pension plan and for police pension plan.

• Set the limit of the treasurer’s bond at $500,000

• Set the limit of bond for board of supervisors as trustees of the township police pension plan at $500,000 (renews Aug. 1, 2018)

• Approved the schedule of township meetings for 2018 to be at 6:30 p.m. the third Tuesday of each month, with the exception of this month

• Approved the prepayment of bills by the board of supervisors and secretary-treasurer

• Retained all present employees (employees in union as per contract in place)

• Approved the township volunteer fire company’s 2018 planned activity list, weekly training drills on every Monday evening; regular monthly meeting to be held the second Tuesday of each month; and unscheduled work details that will be held from time to time; (all meeting events will be held at the township fire company)

• Approved the township volunteer fire company’s 2018 list of scheduled Boot Drives, May 26-28, July 4, Sept. 1-3.

• Approved the Pohopoco Rod and Gun Club’s 2018 monthly meeting dates (meetings are held at the township administrative office), on Jan. 17, Feb. 21, March 21, April 18, May 16, June 20, July 18, Aug. 15, Sept. 19, Oct. 17 and Nov. 21.

• Approved the setting of wages of nonunion and nonuniformed employees, full-time and part-time, with a 3 percent increase

• Approved the setting of equipment rental rates

• Approved the setting of daily fees for storage at $40 per day

• Approved the setting of travel allowance (IRS standard business mileage is now 54.5 cents per mile.

Other

• On a 2-1 vote, with Frey opposed, adopted a resolution appointing Buckno Lisicky & Co. PC-CPA, to replaced elected auditors to examine all township accounts for 2017.

• Adopted a resolution for the use of escalator clause for all bituminous materials and petroleum product purchase contracts either bid or entered into from Jan. 1 to Dec. 31, 2018.

• Adopted a resolution changing signatures on all accounts at Jim Thorpe Neighborhood Bank (removing the name of Rod E. Green as supervisor and adding the name of Jason M. Frey, effective Jan. 2, 2018).

• Approved revised check-writing authorization forms on all township PLGIT accounts (removing the name of Rod E. Green as supervisors and adding the name of Jason M. Frey, effective Jan. 2, 2018)

• Approved the township Per Capita Tax Exoneration Lists from Sara Keiser, tax collector, for the year of 2017

• Agreed to have the township’s 2018 tax duplicate computed by Touch Point
