Retired Schuylkill administrator back as consultant

Retired Schuylkill County Administrator Mark J. Scarbinsky is back as a consultant.

Commissioners on Wednesday hired Scarbinsky, who retired June 6, for six months at $75 per hour. His hours are capped at 15 a week.The contract begins retroactive to July 1 and ends Dec. 31.Commissioners on June 8 hired county Director of Community Development and Central Services Gary Bender as interim administrator/director of economic development for $67,700 a year as they search for a replacement for Scarbinsky.As of Wednesday, 13 people had applied for the job, said Commissioners' Chairman George F. Halcovage Jr.Commissioners are forming a five-person advisory committee that will include Scarbinsky, along with a retired school superintendent, retired principal, and a corporate director, to review the applications and interview the applicants.Commissioners will then interview the three finalists.Halcovage said the goal is to have a new administrator on board by the end of August.In other matters, commissioners hired a Tamaqua company to do maintenance work project on county bridges 39, 81 and 141.Lehigh Asphalt Paving and Construction will be paid $321,438.Lehigh Asphalt was the lowest of three bidders for the job.The other bidders were Rylind Construction, York, which bid $329,772, and Heim Construction, Orwigsburg, which bid $394,608.Bridge 39 is in Walker Township, on Atlas Road, Bridge 81 is in Girardville, on Williams Street, and Bridge 141 is in Hubley Township, on Church Road.The work consists of milling off the current wearing surface and repaving, make some deck repairs, and upgrading the guide rail to current Pennsylvania Department of Transportation standards, said county engineer Lisa Mahall.The cost for the design is $15,500 and the construction coordination is estimated at $6,800.Commissioners in April approved a $22,300 contract with Alfred Benesch and Company for the engineering design for the paving, guide rail upgrade, deck patching, and construction coordination.
