Planners review medical facility
A proposed medical facility in Lehighton is slowly moving forward.
The Carbon County Planning Commission recommended conditional plan approval as long as all issues are resolved for the Blakeslee Commons LLC's proposed 21,029-square-foot building to be constructed at the intersection of Bridge and Ninth streets.Ivan Meixell Jr., county planner, outlined his findings before recommending the conditional plan approval.He said the commission strongly recommends that no land development occur until all required permits and approvals, such as Pennsylvania Department of Transportation highway occupancy permits, are submitted to the borough of Lehighton.Meixell said that issues still exist in the plans, including obtaining necessary permits and reviews from the state and Carbon County Conservation District. Applications for these reviews and permits have been sent.He also said that the plan should be reviewed and approved by both the Lehighton Sewer Authority and Lehighton Power and Light Department before final plan approval.The property is owned by George A. Hahn and his late brother Paul's estate, and would need to be acquired by Blakeslee Commons.A relative of the Hahn family was present at the meeting and said the family is ready to sell.Meixell said that his comments mirror the comments of the Lehighton borough engineer.The project has been in the works since 2014.In December 2014, Lehighton's zoning hearing board granted a special exception for the project and attached two conditions that must be met before the plan can move forward.A complete plan must go before the borough's planning commission and the existing building on the property must be demolished and removed.Last month, the proposed project received conditional plan approval for its subdivision plan, which calls for subdividing a 0.8160-acre lot into 0.1632- and 0.6528-acre lots and combining the 0.1632-acre lot with a 9.4261-acre lot to create a new 9.5893-acre plot.Other businessIn other matters, the commission voted to recommend conditional plan approval for an addition at Bio-Haz Solutions Inc., located at 23 Tonoli Road in Nesquehoning.The plan calls for building a 50-foot by 54-foot addition onto the existing building for the installation of two medical waste treatment units, improving access and paved parking areas.Meixell said during his review that the plan "as submitted, conforms to all preliminary/final plan requirements of the Nesquehoning Borough SALDO," but said the review does not include an in-depth review relative to stormwater control and erosion and sedimentation control plan requirements of the borough.He pointed out that the southern property perimeter fence line is encroaching on adjoining property owned by Carbon County and this encroachment was previously pointed out in February 2013.A special exception permit was granted to the company, owned by David Henritzy, to operate the facility in 2013 with the provision that the company provide screening as required by the borough zoning ordinance.Last month, the project went before the Nesquehoning Planning Commission, who tabled the plans until Bio-Haz Solutions can create a corrective action plan as stipulated by 2013 zoning hearing board and planning commission decisions.Those decisions provided conditional approval for the plan as long as the company plants arborvitae along the property facing Route 54 and installs slats in the fence to help hide the property.An informational meeting for officials in front of the state Department of Environmental Protection is scheduled for Dec. 21.
