Carbon commissioners spend $8K to bring in thousands

Carbon County officials are spending $8,000 on services that will help them bring hundreds of thousands back into the general fund.

Last week, the commissioners voted to approve an updated renewal contract with Maximus Inc. to develop Carbon County's annual cost allocation plans for 2015, 2016 and 2017.Robert Crampsie, county controller, said the plan helps the county determine administrative services that are being supplied to outside departments."For example we were able to get $103,000 from Children and Youth back into the general fund," Crampsie said, noting that it looks at the services provided by the controller's office, treasurer's office, commissioners and purchasing department. "It is based on administrative services such as accounting, auditing, payroll accounts payable and other services, where those departments would have to pay those services directly."He said the administrative services provided are then calculated and the county is reimbursed by the departments that get federal and state grants for those services.In other matters, the commissioners authorized the Carbon County Action Committee for Human Services to continue the Homeless Assistance Program and Rental Assistance Services, as well as the Adult Homemaker program beyond the end of the fiscal year. The programs are operated using state funds, but the budget stalemate is causing delays in continued funding for the program's 2015-2016 fiscal year.Any expenses incurred because of these services after July 1 will now be recorded in the 2015-16 Human Services Block Grant costs.The commissioners limited the HAP expenditures to $5,500 until further notice.The board also announced that the Chore Services program, operated by the Carbon County Action Committee, will also be temporarily suspended until receipt of an allocation notice and further authorization from the county.
