Residents complain about salvaging business

Several residents residing in the Union Hill section of Franklin Township voiced their displeasure with a neighboring business and the township's failure to help them during Tuesday night's meeting of the Franklin Township board of supervisors.

Steve Sauchinitz, a neighbor of I & D Salvage, first asked township supervisors for help in July 2011. During that meeting Sauchinitz alerted supervisors to the constant noise, oil and antifreeze spills on the business' property at 430 State Road.Sauchinitz showed photographs of the oil spills and said they smash aluminum cans and drop motors all day long. He said the pile of scrap was 30 to 40 feet high.Sauchinitz said that he had made a formal complaint to the Department of Environmental Protection.At that July meeting, Matt Neeb, zoning officer, said that he had spoken to Rafael Colon on several occasions about cleaning up and would do so again. Neeb said on Tuesday that he has continued to have discussion with Colon on a regular basis. He said that Colon seems to listen and complies with his requests for a few weeks, and then seems to forget and goes back to his former ways.Several more of Sauchinitz's neighbors attended Tuesday's meeting to ask for help with the continued noise, and added some complaints of their own. One man noted that I &D leaves broken glass and bolts from junked cars on the roadways, making it unsafe for foot travel.They also complained that the steam of antifreeze and motor oil is finding its way into the Pohopoco Creek, Lehigh Canal and Lehigh River. They noted that sometimes that puddled oil is six inches deep.I & D Auto Salvage, Inc. is in the business of taking all types of scrap. Rafael Colon, business' secretary, started the business in 2005 and expanded into the scrap metal business three years later. Colon had said that they accept all types of scrap, including aluminum and iron and will take entire cars and trucks or any used auto parts. I & D has a 6.31 acre holding area where metal will be stored until vehicles are separated and metal is hauled away for shredding. Shredding is not done on site.Rod Green, board chairman said that Scott Levine, owner, recently filed a lawsuit against I&D.The legal notice said that Levine, trading as Levine's Auto Salvage Site, 8437 Mohr Lane, Fogelsville, Lehigh County, had filed an action against I&D Auto Salvage Inc., 430 State Rd., Lehighton. The suit alleges the defendant has defaulted on a lease agreement for the property at 430 State Rd. In the suit, Levine wants the defendant to cease all operations at the property and to pay for the cost of cleanup of the property.Green said that before the new owners will be able to open a business, supervisors will give stipulations to the new owners, such as when the business can be open and that the property must be fenced in.Neeb said that he cannot cite Colon because the ordinances are not clear about recycling. He noted that the zoning ordinances need updating.One of the residents said that supervisors should be enforcing ordinances that are on the books, She said that ordinances are not worth anything if they are not being enforced.Neeb said that he will speak to Colon again.
