A Northampton County man who was charged with causing a disturbance at the office of a state representative was placed in a special probation program on Tuesday in Carbon County court which will give him a chance to have his record wiped clean.

Kerry Lee Klotz, 53, of Walnutport appeared before President Judge Roger N. Nanovic II for placement in the Accelerated Rehabilitation Disposition probation program.If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.Lehighton incidentKlotz was arrested on June 19 by Lehighton police at the office of state Rep. Doyle Heffley. Klotz was at the office to complain about his denial for public housing benefits. He became unruly with office personnel, who called police. Heffley was not at the office at the time of the incident.Klotz was placed in the program for a year on charges of terroristic threats to cause serious bodily harm and persistent disorderly conduct. He was also ordered to pay an assessment fee of $450 to cover the cost of the program, get a mental health evaluation, render 50 hours of community service, have no contact with any of the victims and stay out of Heffley's office.Other placementsOther defendants placed in the program included the following. All were placed for a year, unless otherwise noted.Christopher Chludzinski, 39, of Scranton, was placed on a driving under the influence charge. He was arrested on March 24 along Dairy Road in Lower Towamensing Township by state police at Lehighton. A test revealed a 0.10 BAC.He was assessed $500 and his license was suspended for 30 days.Vanessa Leigh Cierico, 19, of Lehighton, was placed for six months on a charge of possession of drug paraphernalia. She was arrested on Jan. 19 by state police at Lehighton.She was assessed $650 and ordered to get a drug and alcohol evaluation.Brandy Lynne Osgood, 34, of Kunkletown, was placed on a DUI charge. She was arrested on Feb. 1 by state police at Lehighton along Route 209 in Towamensing Township. A test revealed the presence of a controlled substance.She was assessed $650 and her license was suspended for 60 days.Christopher Robert Eberly, 40, of Lehighton, was placed on a DUI charge. He was arrested on Aug. 11, 2016, by Lehighton police along North Street following a crash. A test revealed the presence of a controlled substance.He was assessed $500 and his license was suspended for 60 days.Mark Alan Foster, 54, of Saylorsburg, was placed on a DUI charge. He was arrested on Nov. 16, 2016, along Canal Street in Franklin Township by state police at Lehighton. A test revealed a 0.30 BAC.He was assessed $650 and his license was suspended for 60 days.Treysean Bryon Marshall, 24, of Reading, was placed on a DUI charge. He was arrested on Feb. 25 along Route 903 in Penn Forest Township by state police at Fern Ridge. A test revealed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Bobby Junior Mathurin, 27, of Albrightsville, was placed on a DUI charge. He was arrested on May 30 along Route 534 in Penn Forest Township by state police at Fern Ridge following a crash. A test revealed a 0.08 BAC.He was assessed $450 and his license was suspended for 60 days.Joseph George Papa, 19, of Edison, New Jersey, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on May 6 by state police at the Pocono barracks following a traffic stop along the turnpike in Penn Forest Township.He was assessed $450 and ordered to get a drug and alcohol evaluation.Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI follow any recommendation of their drug and alcohol evaluation.
