Man flees from police after Monroe traffic stop
A Bangor man has been charged with fleeing police and facing his fourth DUI following a traffic stop in Chestnuthill Township.
According to court documents filed by Pennsylvania Crime Police Troop N, Stroudsburg against Raymond Packard, 38:
At 7:29 p.m. Oct. 9, police saw a gray Ford F-150 traveling north on Route 115 cross the double yellow centerline into oncoming traffic.
The truck was going 60 mph in a 50 mph speed zone.
When the truck turned onto Route 209, police conducted a traffic stop before the vehicle made a right-hand turn into the Chestnuthill Diner on 209.
The driver, Packard, got out and ran from the scene into the woods.
Police caught him and learned he had a DUI suspended Pennsylvania driver’s license.
Packard smelled of alcoholic beverages but refused a breath test.
An empty six-pack was in the truck and an alcoholic beverage was spilled through the passenger compartment of the vehicle.
Packard was transported to the Monroe County Correctional Facility, where he refused to provide a sample of his blood.
Packard said he is a recovering addict, and that police will not stick a needle in his body to provide a sample of his blood.
Packard was transported to PSP Stroudsburg, where charges were prepared.
This was Packard’s fourth DUI.
Packard faces charges of fleeing or attempting to elude officer; DUI/unsafe driving; driving under the influence of alcohol/controlled substance; resist arrest/other law enforcement; operation of vehicle with suspended or revoked licensed for DUI; driving while operating privilege is suspended/revoked; flight to avoid apprehension/trial/punishment; disregard traffic lane; exceed maximum speed limit estimate by 10 mph; and restrictions on alcoholic beverages.
He is currently incarcerated in the Monroe County Prison in lieu of $30,000 bail, and scheduled to have a preliminary hearing Oct. 22 before District Judge Collen Mancuso of Brodheadsville.
