Carbon County court — ARD
Two first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Monday by Judge Steven R. Serfass.
If a person successfully completes all conditions of the program, their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.
Placed were:
Frank Bradley,
58, of Jim Thorpe, was placed for a year on two counts each of strangulation, felony 2s, simple assault and harassment. He was charged by Jim Thorpe police for a domestic incident involving his wife and son that occurred on Aug. 14, 2019, at their home. The wife appeared for the proceeding and told the court she was in agreement with the ARD placement and that the couple were working on their problems.
Serfass assessed Bradley $650 for the cost of the program and ordered him to render 50 hours of community service.
Elizabeth Kay Jones,
19, of Effort, was placed for 18 months on a charge of criminal conspiracy - aggravated assault, a felony 2, along with simple assault and conspiracy - harassment. She was arrested by state police at Fern Ridge on Jan. 18, 2019, at a residence along Mill Way in Albrightsville, Penn Forest Township. A weapon was reportedly involved in the incident.
She was assessed $650 and ordered to render 75 hours of community service and have no contact with the victim.
Both defendants must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
