W. Penn asks for clarification on donated property planned for park

West Penn Township has accepted an agreement for donated property it plans to convert into a park in the vicinity of the former Atlas Park.

Supervisors on Monday accepted the agreement between Bella Terra Farms LLC and the township for the land donation after township solicitor Paul J. Datte said he was making final provisions to the agreement.

Board Chairman Tony Prudenti noted that at the board’s last meeting it authorized ARRO Consulting Inc. to do a wetland delineation, which was done.

In July, the board accepted an agreement with resident Dennis D’Angelo, who has decided to donate 26.41 acres of land at Bella Terra Farms LLC to the township for a new park.

The next step is to do a survey and walk the property with the landowner, while Prudenti said an appraisal of the property would also have to be done.

The board previously agreed to spend $7,800 to have ARRO Consulting Engineers complete a survey of 25 acres of the property, as well as $6,400 for wetland delineation.

Prudenti said of the 26 acres, about 3 to 3½ acres would be considered wetlands.

After last month’s meeting, Prudenti said that D’Angelo wants to be sure the land is used for recreation, and wants to see the property start to be developed under the current township administration.

Additionally, Prudenti previously said that Eastern Schuylkill Recreation Commission has contacted the township about the ESRC wanting to develop a portion of the property, which he said D’Angelo is OK with.

Prudenti added that the township is also looking to put in some sort of building for the winter time, in the form of winter recreation.

The township was originally offered the donation of between 20 to 25 acres of land in June.
