Five first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program on Monday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program their record his wipe clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year on driving under the influence charges.Hector Luis Belmis Jr., 24, of Allentown, was arrested on April 29 along Bridge Street in Weissport by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 for the cost of the program, ordered to render 50 hours of community service and his license was suspended for 60 days.Andrew Michael Devine, 38, of Northampton, was arrested on Feb. 12 along Route 248 in Bowmanstown by state police at Lehighton. A test showed 0.11 BAC.He was assessed $500 and ordered to render 50 hours of community service and license suspended for 30 days.Christopher Matthew Dotter, 31, of Blakeslee, was arrested on May 22 along Route 209 in Towamensing Township by state police at Lehighton. A test showed 0.10 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 30 days.Teresa Marie Kalinay, 21, of Shavertown, Luzerne County, was arrested on May 9 along Maury Road in Penn Forest Township by state police at Lehighton. A test revealed the presence of a controlled substance.She was assessed $600, ordered to render 50 hours of community service and her license was suspended for 90 days.Crystal Lynn Neff, 42, of Palmerton, was arrested on Jan. 18 along Avenue A by Palmerton police. A test showed 0.19 BAC.She was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
