Jim Thorpe Area School District has identified the employee it fired in August as Roxann Raczkowski, a second-shift custodian who earned $17 an hour.

The district, however, has not publicly stated or released what was behind its decision to dismiss her.

The district’s response came in a Sept. 28 letter to the Times News, which filed a Right-to-Know request the day after the board’s Aug. 19 vote to terminate her employment.

The board had voted 7-0 at its August meeting to dismiss Raczkowski, with one member abstaining and one absent. The vote followed an executive session and a formal hearing held July 8, 2026, under the Pennsylvania Local Agency Law. The one-page adjudication signed by Board President Dennis McGinley states the board’s decision to dismiss her was based on findings and conclusions reached by a hearing officer, but does not state what those findings were.

The district released Raczkowski’s job title and hourly rate but denied two other requests: the adjudication containing the hearing officer’s findings of fact and conclusions of law, and any written charges filed against her.

Superintendent Robert Presley, who signed the response as the district’s Open Records Officer, said both records are exempt from disclosure under the state Right-to-Know Law because they are contained in the employee’s personnel file, reflect written criticism of the employee, and contain information directly relating to discipline and the basis for discharge.

The letter also noted that the statutory period for Raczkowski to appeal the board’s termination decision to court has not yet expired.
