Defendants sentenced in DUI and theft cases

Several defendants appeared before Judge Joseph J. Matika for sentencing after previously pleading guilty to charges.

Two defendants were sentenced for DUI.Troy A. Refsnider Sr., 43, of Nesquehoning, was sentenced to serve 30 days in the county prison followed by six months in the county's IPP, 60 days of which with electronic monitoring, pay a fine of $1,500, license suspended for 18 months, zero tolerance for drug and alcohol use, and render 25 hours of community service when released on parole.He was given credit for 21 days spent in a inpatient rehab program. He began serving the nine remaining days in prison Thursday at 6 p.m.Refsnider was arrested on Feb. 27, 2014, along Route 54 by Nesquehoning police. He refused a blood test and lost his license for a year for the refusal.Elaine M. Rufo, 70, of White Haven, was placed in the IPP for six months on a DUI charge. The first 18 days of the program will be spent on electronic monitoring. Matika also ordered she have zero tolerance imposed on drug or alcohol use, render 25 hours of community service, pay a fine of $1,000, and her license suspended for a year.She was arrested on June 12, 2012, along Mountain Drive by Kidder Township police. She was stopped after police initially responded to an assault report. She refused a blood test and lost her license for a year for the refusal.Theft incidentWilliam H. Valentine, 20, of Blakeslee, was placed on probation for a year on a charge of receiving stolen property.He was arrested on Jan. 15, 2014, by Kidder Township police for his part in the theft of snowboards at the Big Boulder Ski area. A juvenile was also involved in the thefts.Valentine was also ordered to have no contact with the victims or his co-defendant, and render 50 hours of community service.Pleads guiltyCassandra L. Frimmel, 27, of Lehighton, pleaded guilty in two pending cases. She was scheduled to enter pleas on Tuesday but did not appear.Frimmel pleaded to one count of simple assault for an incident on April 15, 2013, at 201 W. Kline Ave., Lansford. Police said the incident involved a custody matter.She also pleaded to one count of possession of drug paraphernalia for an incident on July 31, 2014, at her then residence at 250 W. Ridge St., Apt. B, Lansford. Agents of the Attorney General's office served a warrant and found various drug paraphernalia in the apartment.Matika placed her on probation for a year on each count with the terms running concurrently. She was also ordered to get a D&A evaluation, have no contact with Curtis, and render 50 hours of community service.Each defendant must also pay court costs of about $1,000, and pay a $50 per month supervision fee while on probation or parole.
