A New Jersey man is in Monroe County Prison under $1 million cash bail, accused of sexually assaulting a little girl and her mother between January 2011 and March of this year.

Randi H. Feliciano, 34, Patterson, in the first case faces three felony counts each of rape of a child; indecent sexual assault of a child; aggravated indecent assault of a child. Also, felony counts of unlawful contact with a minor, endangering the welfare of children-course of conduct; disseminate obscene materials to minors; indecent assault-course of conduct; three counts each of statutory sexual assault, corruption of minors, and sexual assault.In the second case, Feliciano is charged with felony counts of rape, indecent sexual assault, aggravated indecent assault, aggravated indecent assault, sexual assault, indecent assault, and misdemeanor indecent assault.He was arraigned before District Judge Richard S. Claypool, Pocono Pines, and jailed under $500,000 bail on each case. Feliciano faces a preliminary hearing at 10 a.m. Jan. 8.According to an affidavit of probable cause filed by Detective John P. Bohrman of Pocono Mountain Regional Police:On Dec. 12, an 8-year-old girl was interviewed by the Child Advocacy Center in Scranton. She was taken there after disclosing to her counselor that she had been sexually assaulted by Feliciano.Bohrman attended the interview, watching via closed circuit television. The girl talked about Feliciano doing things to her that she did not like, starting when she was 6 years old. She described the events as "bad touching" and pointed to the parts of her body involved. She described various types of penetration, and said it happened more than one time.The girl said Feliciano would handcuff her hands behind her back with purple handcuffs he kept in a secret place in his dresser drawer, and touch her. He told her not to tell anyone. She said he spat on his privates before assaulting her, and also showed her pornographic movies.The girl's 6-year-old brother was also interviewed. He said he saw Feliciano hurting his sister on three occasions. One time, he saw them on a bed in his room. Feliciano saw him and told him to get out of the room.The boy said he saw them a second time on his bedroom floor. The boy said Feliciano told him they were doing flips, but that he knew that they weren't.The third time he saw them on the bed shared by his mother and Feliciano.The girl was examined by Dr. Marla Farrell. The girl told her Feliciano also forced her to perform oral sex.Bohrman spoke with the girl's mother, who said she split up with him in March.The mother told Bohrman that Feliciano had assaulted her in the past and had been arrested in New Jersey for assaulting and stalking her. She said she knew he kept a pair of purple handcuffs in his dresser and that he regularly watched pornography. She told him Feliciano had sexually assaulted her with a Corona beer bottle. She never reported it for fear of retaliation.On Dec. 15, Bohrman interviewed the mother about the sexual assaults on her. She told him he forced her to have sex with him on six or seven occasions at the end of December 2013 and the beginning of January, each one more violent than the last. She said he was jealous of her job at a restaurant and accused her of having an affair with her boss.Feliciano threw a dresser drawer at her and spat on her, and threatened to burn down her workplace.
