Bowmanstown Fire Co. cited for gambling

The Bowmanstown Volunteer Fire Company has been cited by the Pennsylvania State Police, Bureau of Liquor Control Enforcement, District Office No. 2, Wilkes-Barre, for more than 30 violations of the state's liquor laws.

Police said a citation was issued on March 5 against the company for violations that took place throughout 2013 and earlier this year at the company's social quarters, 259 Lime St.Officials said the company failed to operate Small Games of Chance, made sales to nonmembers and permitted gambling on the premises.Police said two of the violations happened on Jan. 29 of this year, including the company failing to operate the Small Games of Chance in conformity with the state act and Title 61 of the Pa. Code. On the same date, the sales to non-members took place, police said.In addition, on 29 different occasions throughout 2013, police said the company possessed or operated gambling devices or paraphernalia or permitted gambling or lotteries, pool-selling and/or bookmaking on the license premises.Police said those violations happened during the following periods: Feb. 27-March 6, March 8-16, March 18-30, April 1-June 3, June 5-10, June 12 and 13, June 15-23, June 25, June 27 and 28, June 30-July 3, July 5-11, July 13 and 15, July 17-19, July 22-30, Aug. 1-5, Aug. 7, Aug. 9-13, Aug. 15, Aug. 17-20, Aug. 22 and 23, Aug. 25-Sept. 1, Sept. 3-7, Sept. 9-Nov. 27, Nov. 29-Dec. 19, Dec. 21-23, Dec. 26-Jan. 4, Jan. 6-9, Jan. 11-20 and Jan. 23-28.Police said these charges will be brought before an administrative law judge who has the authority to impose penalties ranging from $50-$1,000 for minor offenses and up to $5,000 for more serious offenses.In addition, the judge can also impose a license suspension or revocation of the license based on the severity of the charge brought against the company.The judge can also mandate training for the licensee in an effort to educate them on the requirements of being a licensee.Contacted today, an officer with the State Police Bureau of Liquor Control Enforcement said the fire company has three violations, but with multiple dates.The officer said the violations are essentially an administrative citation against a liquor license.Efforts to reach fire company Chief Michael Spairana Jr. in time for today's publication were unsuccessful.
