A Monroe County woman was jailed on child endangerment charges this week after police found she and her four children were living in deplorable conditions.

Pocono Mountain Regional police identified the suspect as Kennda Justice, 33, of 1284 Winding Way, Tobyhanna.Police said the investigation began on Wednesday when they responded at 9:11 a.m. to the listed address for a report of a missing 5-year-old girl who walked away from a bus stop. Officers checked the residence for the juvenile and found deplorable conditions.The juvenile was located a short time later at the Clear Run Elementary School. A further investigation revealed that the juvenile resides at the Winding Way address with her mother, Justice, and her three older sisters, ages 6, 8 and 12.Officers interviewed Justice and received reports from the school of suspected child abuse.Officers, along with county Children & Youth Agency personnel, followed up at the residence and documented the conditions.Police said the plumbing in the home was broken and there was sewage being pumped from the toilet into a bathtub by a shop vacuum. There was little food present in the home and the interior of the residence smelled of urine, feces, and rotting food. Feces scattered on the first floor and a fire hazard was observed.As a result of the conditions, the children were placed into protective custody. Two dogs present had no food or water and were lodged in cages with feces.Justice was arraigned before District Judge JoLana Krawitz, of Stroudsburg, on four counts of endangering the welfare of children, all felonies, and two counts of cruelty to animals. She was committed to the county prison after failing to post $25,000 bail.
