J. Karl Witherow, district engineer of the Department of Highways, Allentown office, of which Carbon County is a part, spoke about the future of highway construction and improvements during a meeting held yesterday afternoon at the courthouse in Jim Thorpe.

Witherow told of Gov. William Scranton’s 10-year, $10-million road improvement program in Pennsylvania, which calls for modernizing 26,000 miles of the 43,000 mile system in the state.

For the 1965-66 year, he said, Carbon County has been allocated five million dollars. Of this total, $4-million is to be used for the construction of a shortway in the county area, with the balance to be used for general improvements.

Witherow discussed in part the concepts of Lehighton and Jim Thorpe bypass projects, both of which he said will require feasibility and economic viability studies.
