Rafael Grullon Pichardo, 71, of Tamaqua, will be charged with failing to contain his dog after it bit a 9-year-old boy on the 500 block of East Broad Street at 6:31 p.m. on Aug. 3.

Officers observed bite marks on the boy’s arm.

Police spoke to Grullon Pichardo, who was initially unable to produce current rabies vaccinations records for the dog.
