Eight first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program on Thursday by Judge Steven R. Serfass.
If a person successfully completes all conditions of the program their record his wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year.Nabil Ibrahim Anani Jr., 24, of Effort, was placed on a driving under the influence charge. He was arrested on Aug. 24, 2014, along Route 903 in Penn Forest Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 for the cost of the program and ordered to render 50 hours of community service, and his license was suspended for 60 days.Patrick Shawn Becker, 34, of Lehighton, was placed on a DUI charge. He was arrested on April 11 along Second Street by Lehighton police. A test showed 0.22 BAC.He was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Wayne Brian Groff Jr., 26, of Albrightsville, was placed on a DUI charge. He was arrested on April 19 along Route 534 in Penn Forest Township by state police at Fern Ridge. A test showed 0.13 BAC.He was assessed $500 and ordered to render 50 hours of community service, make restitution of $1,000 and license suspended for 60 days.Antoinette Louise Petko, 57, of Jim Thorpe, was placed on a charge of possession of a controlled substance-heroin. She was arrested on March 9 at the sheriff's office at the courthouse in Jim Thorpe by borough police. She reported to the office on a warrant and during a check the drug was found on her person.She was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.Matthew Phillip Shope, 39, of White Haven, was placed on a DUI charge. He was arrested on Jan. 16 along Wild Creek Drive in Penn Forest Township by state police at Fern Ridge. A test showed 0.15 BAC.He was assessed $600 and ordered to render 50 hours of community service, and his license was suspended for 30 days.Kenneth Mitchell Becker, 54, of Albrightsville, was placed on a DUI charge. He was arrested on April 7 along North Shore Drive in Penn Forest Township by state police at Fern Ridge. He refused a test and will lose his license for a year for the refusal.He was assessed $600 and ordered to render 50 hours of community service and his license suspended for 60 days.Melody Nenscel, 60, of Palmerton, was placed on a DUI charge. She was arrested on March 20 along Delaware Avenue by Palmerton police. A test showed 0.17 BAC.She was assessed $550 and ordered to render 50 hours of community service, and her license was suspended for 60 days.River L. Rodriguez, 19, of Newark, Delaware, was placed on a possession of drug paraphernalia charge. He was arrested on April 12 at Delaware Avenue and Fourth Street by Palmerton police.He was assessed $450 and ordered to get a D&A evaluation and render 50 hours of community service.All the defendants must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
