JANUARY 7, 1991Park rangers packing guns are simply a sign of the times, says the Department of Environmental Resources Beltzville State Park Superintendent David Kemmerer.Beltzville rangers Joseph Devlin and Luther Christman were members of the 45th graduating class of the State Police Northeast Training Center and now have authority to make arrests and carry firearms as part of their jobs at the park.Rangers’ attendance at the training was commissioned by the Pennsylvania Bureau of State Parks, based on the number of criminal incidents and alcohol-related complaints by the public within state parks.
