Nursing home sale nets $8M

Money from the sale of Schuylkill County's nursing home will plump up the general fund by $8 million.

Commissioners on Wednesday approved the transfer of the money."The nursing home was sold on Aug. 31. Residual cash from the transaction was close to $8 million."Under governmental accounting standards, they require that we transfer the bulk of the cash to the general fund," said county finance director Paul Buber.The county sold the nursing home, Rest Haven, to Investment 360 of New Jersey for $10 million after the county pumped about $2 million into it in recent years.On Dec. 16, commissioners adopted a $59 million 2016 budget that keeps the property tax at 13.98 mills, the same as this year.Each mill generates $2.4 million in revenue, Buber said.Officials counted on the Rest Haven proceeds, as well as $8.2 million from the general fund reserve account to make ends meet without increasing the tax rate.In other matters Wednesday, commissioners approved a $96,650 contract between the Office of Planning and Zoning and Pictometry International for neighborhood-level, oblique imagery, a mosaic of the neighborhood imagery, software that detects changes in electronic parcel files, building "footprints" and other items relating to property records.Pictometry is an aerial image capturing company that conducts flights and produces top-down imagery and oblique (side views showing the fronts and sides of buildings and other locations).The cost will be divided into three equal annual payments. The first payment was approved as part of the 2016 budget.The courthouse will be closed on Friday for the Christmas holiday, and on Jan. 1 for the New Year holiday.The next public meeting will be the commissioners reorganization at 10 a.m. Monday, Jan. 4.A swearing-in for newly-elected county officials will be held at 10 a.m. Tuesday.
