Ten first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program on Tuesday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program their record will be wiped clean. However, if they fail complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Jessica Alford, 30, of North Olmsted, Ohio, and formerly of Lansford, was placed for 18 months on a charge of theft. She was charged by Lansford police for an incident on April 15, 2012, in which various household items were stolen.She was assessed $650 for the cost of the program and ordered to render 75 hours of community service and make restitution of $2,500, her share as there is a co-defendant.Kyle Thomas Bisher, 25, of Easton, was placed on a driving under the influence charge. He was arrested on April 19 by Lansford police along Ridge Street. A test showed 0.16 BAC.He was assessed $550, ordered to render 50 hours of community service and his license suspended for 60 days.Rachael Ann French, 28, of Lansford, was placed on a charge of endangering the welfare of a child. She was arrested on June 24 in the area of 216 E. Snyder Ave. Police responded to a report of child abuse. The listed victim is a 14-year-old female.She was assessed $450 and ordered to render 75 hours of community service, attend and complete anger management and parenting counseling classes.Jason Joseph Martonyak, 31, of Nesquehoning, was placed on a DUI charge. He was arrested on June 14 in the Industrial Complex by Nesquehoning police. A test showed the presence of a controlled substance.He was assessed $600, ordered to render 50 hours of community service and his license was suspended for 60 days.Frank Anthony Mastrangelo, 58, of Lansford, was placed on a charge of harassment. He was arrested on Dec. 22, 2014, by Lansford police for an incident at the Family Dollar Store.He was assessed $650 and ordered to get a mental health evaluation and have no contact with the two victims.Scott Brian Musselman, 46, of Berwick, was placed on a DUI charge. He was arrested on March 30 along Brenkman Road, in Weatherly, by state police at Hazleton. A test showed 0.11 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 60 days.Christopher James Rhyder, 23, of Jim Thorpe, was placed on a DUI charge. He was arrested on May 24 along Route 209 by Nesquehoning police. A test showed the presence of a controlled substance.He was assessed $600, ordered to render 50 hours of community service and his license was suspended for 60 days.Kaliah Alejandria Santiago-Colon, 20, of Slatington, was placed on a DUI charge. She was arrested on May 12 along Route 443 in Mahoning Township by state police at Lehighton. A test showed the presence of a controlled substance.She was assessed $600, ordered to render 50 hours of community service and her license was suspended for 90 days.Stephen Harold Trotman, 23, of Lehighton, was placed on a DUI charge. He was arrested on July 13 by Mahoning Township police along Blakeslee Boulevard Drive East. A test showed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service, zero tolerance imposed for drug and alcohol use and license suspended for 60 days.Christopher James Troxell, 22, of Summit Hill, was placed on a charge of possession of marijuana. He was arrested on March 29 by Mahoning Township police following a vehicle stop at Blakeslee Boulevard and Country Club Road.He was assessed $450 and ordered to render 50 hours of community service.Each defendant must also pay court costs of about $1,000 and pay a $50 per month supervision fee while in the program.
