James Robert Keiper, 33, of Effort, pleaded to one count each of theft and institutional vandalism; and Edward Michael Mackerley, 32, of Lehighton, pleaded to one count each of criminal conspiracy-theft and conspiracy-institutional vandalism. The two men admitted stealing 17 veterans' markers, a cemetery vase and a plaque from St. John's Union Church Cemetery in Mahoning Township. The theft occurred on Nov. 20, 2015.Six of the markers were never found while the vase and the plaque were both damaged.Mackerley is currently an inmate at the state correctional institution at Coal Township, serving a 14- to 48-month sentence.Judge Joseph J. Matika accepted the pleas. He sentenced Mackerley to serve six to 24 months in a state prison, consecutive to his current state term, on the theft charge and one to 24 months on the institutional vandalism count, concurrent with the other sentences. He was also ordered to render a total of 75 hours of community service when released on parole, make restitution of $2,620 and pay court costs of about $1,000.Keiper's sentencing was deferred because he is questioning the restitution amount.
