It's transition time once again for the Carbon County CETA Program.

But that's nothing new for the federally-funded agency that was among the county's leading employers.However, that was before the large-scale layoffs of industrial workers, cutbacks in production, a few plant closings, and the demise of the public service employment phase of CETA.
