Parryville to adopt homeless ordinance

Parryville solicitor Robert Frycklund told borough council this week that it should adopt a homeless encampment ordinance.

He said that while “ideally there are beds at Family Promise and Peaceful Knights,” the “homeless encampments cause untenable liability for municipalities.”

President Jason Kurek Smith said that as municipalities begin evictions of homeless encampments, the homeless “will move South, and we might be their next stop.”

The question, according to Frycklund, is how to enforce the ordinance since he said state police do no enforce it.

The borough relies on state police coverage.

Kurek Smith agreed, but encouraged the council to still put an ordinance on the books “so that we have it.”

The council voted unanimously for Frycklund to draft the ordinance.

Vice President Owen Miller said parking on Main Street is becoming an issue again.

Parking on both sides of the street causes clearance problems for emergency vehicles.

Council voted unanimously to continue partnering with Towamensing Township for trash collection in 2027.

Administrator Nicole Beckett will also reach out to Towamensing to discuss partnering for the “Text-Em-All” service, which will help notify residents of both trash delays due to holidays and local emergencies since not all residents have computers, Facebook or email.

Council also unanimously voted to “write off all previously owed per capita and occupational tax” for the borough since the costs of recouping the payments would be “more of a burden to Parryville taxpayers,” according to Kurek Smith.

The borough eliminated those taxes last year, so “no one will be required to pay them moving forward,” Kurek Smith stated.

Annual budget discussions will begin in November, Beckett noted, and the next regular meeting will be held on Nov. 16 at 6 p.m. in borough hall.
